Cooperation agreements signed between the Ministry of Social Affairs, Namaa Charity, and the Islamic Charitable Organization
Minister of Social Affairs, Family and Childhood Affairs, Dr. Amthal Al-Huwayla, emphasized the importance of localizing charitable work within the country, based on the directives of the political leadership, which has dedicated all resources and capabilities to making Kuwait a humanitarian nation and a beacon of charitable work for all countries worldwide.
This came in a press statement by the Minister on the sidelines of the signing of cooperation protocols with the International Islamic Charitable Organization and the Namaa Charitable Society on Thursday. She stated that the sustainability of charitable work is a primary objective pursued by the Ministry of Social Affairs, in accordance with its strategic plan. She called on charitable organizations to move beyond the traditional scope of charitable work and direct their efforts towards sustainable projects that serve the nation and its citizens.
Al-Huwayla added, “Kuwaiti charities are pioneers in humanitarian work everywhere, and we start in Kuwait because it is a country of humanity. We strive for the sustainability of charitable work and don't just want financial aid. We want to move beyond the traditional scope of charitable work and create something sustainable. We can contribute to many projects that employ citizens and those in need, instead of giving them lump sums to contribute to any sustainable sector. We want to establish charitable enterprises with a national and sustainable goal. We must teach them how to be self-reliant, and there must be governance and transparency in these enterprises so that this becomes part of the charitable organizations' budgets.”
She pointed out that “Kuwait's imprint on humanitarian work is clear. We are united by our love for this country and our dedication to working for it sincerely. We are committed to preserving Kuwait's reputation, and this motivates us to provide more charitable work for it and others. This partnership is a national and humanitarian one, a trust and a social responsibility for everyone, within the legal frameworks that protect everyone.”
Internal Imprint
For his part, Dr. Khaled Al-Ajmi, Undersecretary of the Ministry of Social Affairs, stated that “charitable and humanitarian work is a fundamental pillar of the Ministry of Social Affairs’ action plan. We aim to localize and develop charitable work, and to work towards sustaining Kuwait’s humanitarian imprint both domestically and internationally, in accordance with directives to support and develop charitable and humanitarian work and strive to localize it within Kuwait.”
Al-Ajmi added, “We are proud of our partnership with the International Islamic Charitable Organization, following its joining the Ministry of Social Affairs, as well as with the Namaa Charitable Society and all charitable organizations that represent a shining beacon in the journey of charitable work. We look forward to further cooperation with our partners in charitable work to localize and develop charitable and humanitarian work in Kuwait.”
He continued, “All charitable organizations in Kuwait are keen on these recently reached agreements, and we commend everyone. This is very important to us and reinforces our goals in Kuwait to provide all forms of assistance and social support. I am grateful to my colleagues in charitable work for their spirit of cooperation. This is an important partnership at a crucial time, and our goal is to support charitable work.”
Tripartite Cooperation
Al-Ajmi noted that, “Within the framework of strengthening institutional integration and unifying efforts, a tripartite cooperation agreement was signed between the Ministry of Social Affairs, Namaa Charity, and the International Islamic Charitable Organization. The agreement aims to rehabilitate and maintain buildings designated for social care homes, ensuring their operational readiness and creating a humane, safe, and therapeutic environment that contributes to supporting recovery and integrated care pathways, in addition to enhancing social responsibility and achieving a sustainable impact that serves the community.”
He added, “A cooperation protocol was also signed with Namaa Charity, affiliated with the Social Reform Society, to develop and modernize the physiotherapy department at the Farah Specialized Center for Elderly Care. This aims to improve the quality of health and social services provided according to the highest professional standards. Namaa Charity will finance and implement the development work, with the Ministry supervising and monitoring the implementation phases.”
Transforming Humanitarian Values into Practical Projects
Saad Al-Otaibi, CEO of Namaa Charity, stated that “the agreement represents a significant milestone in developing institutional work and reflects the importance of strategic partnerships in transforming humanitarian values into practical projects with a sustainable impact.” He noted that “Namaa Charity continues to localize charitable work within Kuwait and implement high-quality programs in the fields of social welfare, health, and education, thereby enhancing social stability.”
The Ministry of Social Affairs and the Authority: Broader Horizons for Cooperation
Bader Al-Sumait, Director General of the International Islamic Charitable Organization, affirmed that the relationship with the Ministry of Social Affairs extends back many years to an effective partnership. He pointed out that “this partnership has been embodied since 2018 through the ‘Tamkeen’ initiative project to develop the performance and capabilities of those working in the charitable sector.” He explained that “the transfer of oversight of the Charitable Organization to the Ministry of Social Affairs will open broader horizons for cooperation and enhance the launch of high-quality projects that serve Kuwaiti society in all its segments. The next phase will witness partnerships with deeper and more impactful developmental dimensions.”
An Advanced Model of Institutional Partnership
The Secretary-General of the Social Reform Society, Hamad Al-Ali, stated that “the agreements with the Ministry of Social Affairs embody an advanced model of institutional partnership between government entities and charitable organizations. Namaa contributes to supporting the social system through high-quality initiatives implemented according to the highest standards of quality and governance, and in full coordination with official bodies.”
Al-Ali added that “these partnerships, along with previous agreements with the Public Authority for Disability Affairs and the Ministry of Interior, reflect Namaa’s belief that sustainable community work is based on integration with state institutions, thus maximizing impact and ensuring that services reach those who deserve them efficiently and responsibly.”
Building an Integrated System that Responds to Needs
The Chairman of the Board of Directors of the International Islamic Charitable Organization, Jamal Al-Nouri, expressed the organization's pride in the agreement that supports the localization of charitable work. He considered it a practical model for responsible partnerships that place people at the heart of their priorities, emphasizing that agreements are measured by the results they achieve on the ground, not merely by their signing.
Al-Nouri explained that "this partnership stems from a shared vision with the Ministry of Social Affairs and Namaa, which seeks to develop services, enhance the efficiency of social programs, and achieve a genuine humanitarian impact that positively reflects on society."
He affirmed that "this joint cooperation constitutes a fundamental pillar in building an integrated social system capable of responding to social needs, providing effective solutions, and achieving a long-term impact, reflecting Kuwait's civilized image and its firmly established humanitarian mission."
